The Texas Rural Education Association has given its top honor this year to a
school board led by a University of Houston-Victoria administrator.
The Goliad Independent School District Board of Trustees recently was named
TREA’s 2009 Outstanding School Board of the Year for its accomplishments. The
president of the Board of Trustees is Wayne Beran, UHV vice president for
administration and finance.
“They seem to be a very cohesive board and work toward what’s best for all
children. It’s refreshing to see," said Jerry Stout, TREA immediate past
president and chair of the nominating committee for the award.
The Board of Trustees will be recognized at an awards luncheon June 19 during
the TREA Summer Conference in San Antonio.
Goliad ISD Superintendent Sam Atwood nominated the Board of Trustees for the
“Our entire administrative staff is very pleased with the progress the district
has made and the support and vision of the board," he said.
He said the board has initiated several new projects under Beran’s leadership
within the last two years. These include school building improvements and
increasing employee salaries to be competitive with other school districts in
the region. The board also approved the 1:1 Laptop Program, which provides each
seventh- through 12th-grader with a laptop computer to use at home and school.
Another program approved by the board was the Master’s Degree Incentive Plan,
which started last summer and reimburses Goliad teachers a maximum of $8,000 for
obtaining a master’s degree in their content area or grade level, Atwood said.
Beran said he was honored that the Board of Trustees was recognized for its

“In fact, we have a goal of becoming the best school district in this region.”
Other members of the Goliad ISD Board of Trustees are Vice President Carlos
Gutierrez, Secretary Dick Mollicone, Fred Hayes, Bob Gayle, David Boyd and Trey
TREA is a statewide organization affiliated with the National Rural Education
Association. The organization promotes quality educational opportunities for
students from rural public schools.
